The Emergency Broadcast System

As some people who read Rant Rave are aware, I am in Manila and we experienced some very bad floods recently.

At our office we lost a young man who made a casual choice to go to his home and change from his pants to shorts. That tiny choice cost him his life. He went home and was hit by the flood waters that knocked him unconscious and he was gone.

I keep wondering, if there was an Emergency Broadcast System like we have in the USA would he have made that choice? During the terrible rains no one knew what was going on, it was not until the next day we learned that it was the worse flood in over 40 years. Maybe if he knew how bad the rain was he might have been prepared or might not have gone to his house? Could such a thing have been prevented by a warning? I don't know but it haunts me.

I used to get so annoyed by the tests, and everytime there was some minor flash flood the EBS would have the nerve to interupt my all important entertainment.

I will never again be annoyed.
