Going higher up with electric company?

I started the Average balance with my electic company last year in January and did fine until around August. They send my bill to check free where I get notification of such bill and and go there to pay it. It came to my email for months just fine and then I realized *Hm, where's my bill?*
and perused thru a junk folder and found it there a month later and with all the so called savings of being on the AMP plan being thrown at me to the tune of over 400 bucks. Didnt matter that I had a spotless record of payment with them. I got it cleared up and was then told, *Ok, now we will put you back on the plan* to which I said NO WAY and hung up. They did it anyway and now want over 250 bucks because I told them to TAKE ME OFF (and they want the balance of what I was *saving* How can they rip me off like
this??? How do I get higher up than a regular representative?

And you call and you tell them you are not paying and wish to speak with a supervisor.

38 months ago: Its easy to say I'll fight all I can but its not that easy too when they are the only electric company available. I pay my bills and on time too and this is just bull. When it dawned on me I'd missed a bill last year because they *conveniently* went to my spam instead of my inbox like months on end just fine, they wouldnt listen. I asked why they hadnt cut me off instead of letting it get so high and their answer was that they didnt have the manpower but when I saw that I wasnt going to *win*, I started paying and when the afformentioned high amount was cut in over half, the cut off warnings started rolling in. I was sure wondering about that supposed lack of manpower then!!
When you agree to go with a plan like theirs, they normally let you know they are switching you to someone else so that they have it recorded that you indeed are agreeing to it, they should very well have my saying *No way* and hanging up there too.
