Like automobiles and motorcycles, bicyclists are subject to traffic law enforcement in New York City. Unfortunately, it is hard to see that when one sees bicycles ripping down city sidewalks, running red lights and frightening the daylights out of pedestrians. If City Councilman Eric Ulrich (R-Queens) has his way, all that lawlessness may start to change.

Ulrich has introduced a bill into the City Council that would require adult bicyclists to have a tag on their bicycles, as well as an official ID card. The legislation is being proposed in response to a large increase in the number of daily bicycle commuters, from 8,499 in 2006 to 17,451 today.

Already, cyclist groups are lobbying against the measure. The New York Post quotes Kim Martineau of Transportation Alternatives as follows.

"We're adamantly opposed to any legislation that would require licensing or registration of bicycles,The deterrent effect it would have on cycling would be enormous."

The city is already adding 50 miles of bike lanes a year, as well as encouraging people to use bicycles for transportation. A person who is injured by a motorist can sue the insurance company of the motorist. What recourse does a person have who is hit by a bicyclist? Someone could be crippled or killed by a reckless cyclist and have no hope of recovering damages under the present system. Bicyclists should not be allowed to become like sacred cows milling through New York City streets. Not only should they be licensed, they should be insured as well.

16 months ago: I wonder if they use the public access roads and should pay for improvements? Did the city make bicycle lanes? who paid for those? I'll tell you. Federal highway dollars from cars. Regulate, tax and ticket all vehicles that use the public lanes. Right on! Let's also require them to have insurance.
16 months ago: Licensing and tagging bicycles would be fascist like measure which would cost a way too much, and would not bring that considerable improvement and would not avoid frightening pedestrians and running through the red light.

Those which do that, are not "majority", but minority.

To prevent that minority of irresponsible people driving bicycles, one shall narrow and cut on the freedom of the majority? I say no.

Some other cities in other areas of the world are way full of bicycles, and they are still not tagged and need no license.

China is one of them.

Copenhagen city in Denmark is another city known by so many bicycles. It is sometimes called Bicycle City. The city has worked on bicycle roads, and that is what makes the system better. The city put a priority on bicycles, as that lessen the amount of toxins in the air, further, it lessens the number of cars in the city and traffic jams.

To avoid problems with bicycles, long term planning on management of the city's streets and spaces is required. Improving pedestrian and cyclist safety depends also very much of the signalization, specially prepared for them.

A freedom of the cyclist, shall never be exchanged for a strict licensing or tagging.
